According to RFC 5322 (see https://tools.ietf.org/html/rfc5322#appendix-A.1.2) the mail address 'Joe Q. Public firstname.lastname@example.org' should not match because “the display names for Joe Q. Public and Giant; "Big” Box needed to be enclosed in double-quotes because the former contains the period and the latter contains both semicolon and double-quote characters (the double-quote characters appearing as quoted-pair constructs).“
The RFC 5322 validator should be updated accordingly: it properly parses the actual email address, but it should not, considering that it is provided with 'Joe Q. Public email@example.com' and not with '"Joe Q. Public” firstname.lastname@example.org'.
